There is a saying in organizations that if one wants something done, they should give it to a busy person. This, at first, seems paradoxical. In reality, a busy person tends to know how to prioritize and execute assigned work. If the task is given to somebody who is not busy, that person will potentially take longer on the task so that one is occupied with a task and won’t have another task assigned. Maybe the person who is not busy is not busy because they are efficient. It is hard to say. Sayings don’t provide context as to the limits of their applicability.
